This looks like a temporary device, at first sight I thought it was a busway but I see other cars on it. Is it something to increase the capacity of the peak direction? That's a HOV High Occupancy Vehicle lane right there, you're right. It's on the Staten Island bound side to allow buses and full capacity cars to go faster since the normal Manhattan bound lanes can be congested.
