I don't know why they did it the way they did, but it should of been above the blue stripe like you said. However, I think the black area where the #s were looks better. These buses are already 4 and 5 years old.... 3800-3959 are 2008 Models, 3960-4655 are 2009 Models and 4656-4702 are 2010 Models.
