Specifically, "12-9" is the radio code for person UNDER the train. getting struck by a train isn't inherently a 12-9 situation. and a person can and do survive being under the train so long as they're in the right spot. There's a switch on the upper level on the local tracks between Bergen and Carroll. I would have sent those Express to Chruch Ave and return to Manhattan via the Express tracks.... so those E's wouldn't tie up the road. We expect service will be disrupted through this evening. What's Happening? Our signaling system near Coney Island-Stillwell Av was damaged, and our signal maintenance teams are working to determine what repairs are needed. That’s a good point, but I think the issue is they didn’t want to use lightly used switches to turn trains around, then risking those switches getting stuck in the wrong positions. Technically the and could have both terminated at Brighton Beach, since the and did it in 2002-2004 while Stillwell Av was closed for rehabilitation along with Ocean Parkway, West 8 St, and Neptune Av., but maybe that goes back to the same problem I just mentioned.
