I might be wrong, but I'm guessing since they're *supposedly* receiving all 60 XE40s, they might want to displace some older buses. Don't quote me on that, though.

I doubt that. Only 2 buses were moved up north. Not much to read into other than to give WF extra buses to start the school year.
